Xinjiang Government Transparency Portal: What Foreign Founders Should Know Before Setting Up

A practical overview for foreign founders of how the Xinjiang government's public-information portal organizes policy documents, meeting records and gazettes — and why it matters when registering or running a company in the region.

Why a Government Transparency Page Matters to Foreign Founders

When you register a company in China, the rules you must follow are published first as policy documents, then explained through official interpretations. The Xinjiang Uyghur Autonomous Region government's 政务公开 (government affairs disclosure) section is the official channel where those documents and explanations appear. For a foreign founder, it is less a news page and more a filing cabinet: it tells you which policies exist, when they took effect, and which department issued them.

The page is maintained by the General Office of the Xinjiang Uyghur Autonomous Region People's Government. It sits within the regional government portal, alongside sections for government dynamics, government services, citizen interaction, investment in Xinjiang, and an introduction to the region.

What the Portal Actually Publishes

Policy interpretations

The disclosure section lists official explanations of new policies, each dated and titled. Examples visible on the page include:

There is also a media piece on a coordinated package of policies to stabilise growth, dated 16 June 2026. For a founder, these interpretations are often more useful than the underlying policy text, because they explain scope and intent in plainer language.

Executive meeting records

The page records meetings of the regional government's executive committee. One entry, dated 15 October 2026, notes that the meeting was chaired by Chairman Erkin Tuniyaz and examined ecological and environmental protection work, among other matters. Another, dated 9 October 2026, examined digital Xinjiang construction planning. A further entry covers a meeting reviewing the chairman's important instructions and guiding principles delivered during activities marking the seventieth anniversary of the region's establishment, and another dated 18 September 2026 examined new growth points in service consumption.

These records are short summaries rather than minutes, but they signal which sectors the regional government is actively working on — useful context when you are choosing where to locate or what to apply for.

Plenary meetings

The portal also lists plenary sessions of the fourteenth regional government. The thirteenth plenary meeting, dated 21 August 2026, was convened to press ahead on economic work and ensure targets are met, and was chaired by Deputy Party Secretary and Chairman Erkin Tuniyaz. Earlier sessions include the twelfth plenary meeting on 6 January 2026, focused on building confidence and achieving a strong first-quarter start; the eleventh on 19 July 2025, on delivering second-half targets; and the tenth on 25 April 2025.

The government gazette

Official gazettes are published in numbered issues. The page lists issues 19–20 of 2026, released on 15 October 2026, and issues 17–18 of 2026, released on 15 September 2026, both from the General Office. Gazettes are where formal notices and regulatory texts are printed in full — the place to look when you need the authoritative version of a rule.

How to Use This in Practice

Site Notices Worth Knowing

The portal states that it uses cookies to improve the site and user experience, and that continued browsing without changing browser cookie settings is treated as consent to that policy. It also publishes a site statement, contact details and a site map, and identifies the General Office of the regional government as its host. Registration and login functions are available on the portal.

What This Page Does Not Tell You

This is an index page. It does not set out company registration procedures, capital requirements, sector restrictions or tax treatment, and nothing here should be read as confirming eligibility for any particular business. Treat it as a starting point for locating the primary documents, and verify details against the full text of each policy and with the responsible department before you act.
